IEEPA China Tariffs Increase to 20%

Chinese Products Hit with 10% Tariffs

On March 3, 2025, President Trump further amended the Executive Order Imposing Duties to Address the Synthetic Opioid Supply Chain in the People’s Republic of China to increase duties from 10% to 20% on products of China, including Hong Kong. The basis for the increase, as stated in the amendment, is “In recognition of the fact that the PRC has not taken adequate steps to alleviate the illicit drug crisis.” It should be noted the amendment did not state an effective date.

Later, on the same day, U.S. Customs issued instructions to the trade confirming that effective March 4, 2025, a duty rate of 20% applies to goods that are products of China and Hong Kong by applying HTSUS 9903.01.24. The only exceptions are for goods for personal use included in accompanied baggage, donations, informational materials and an in-transit exemption (loaded prior to February 1, and entered prior to March 7.)
