Venezuelan Oil-Related Tariffs as Soon as April 2

Goods originating from countries that import Venezuelan oil are at risk of new additional tariffs of 25%.

On March 24, 2025, U.S. President Trump issued an Executive Order, Imposing Tariffs on Countries Importing Venezuelan Oil. The order states that “on or after April 2, 2025, a tariff of 25 percent may be imposed on all goods imported into the United States from any country that imports Venezuelan oil, whether directly from Venezuela or indirectly through third parties.”

Products from only certain countries of origin will be affected. The list of countries has yet to be determined and made public. Once the tariffs are imposed on a country, the tariff shall expire 1 year after the last date on which the country imported Venezuelan oil, or at an earlier date if the Secretary of Commerce so determines.

The order doesn’t detail at-risk countries, except to mention that if tariffs are implemented on Chinese products, they will also impact goods originating from Hong Kong and Macau. Some countries that import oil from Venezuela are China, India, Brazil, Turkey, and Spain.

Miscellaneous

• The duties will be supplemental to other imposed duties.
• If the Secretary of State decides to impose a tariff on China, that tariff shall also apply to both the Hong Kong Special Administrative Region and the Macau Special Administrative Region.
